1997-2001, 2 binders, 4 CDs.

Correspondence includes 1997-2001 internal memos, detailed briefings on department activities and expenditures, letters to and from Congressmen and Congressional committees, reports to the Congress, letters to and from foreign heads of state, letters to and from President Clinton, letters of appointment, thank you letters for support on Defense issues, copies of related reference materials such as Pres. Clinton's speeches, etc. One example of these documents is the Naval Vessel Force Structure Requirements Report made to the House and Senate Committees on Armed Services in June 2000 and filed under heading for Water Transportation and Vessels; Homeporting; Port Visits. The 46-page document includes copies of letters to the committee chairmen, the final report, draft reports with comments by Defense Department staff, and related documents. This heading also includes a letter from Cohen to the Yemeni president thanking him for his assistance following the October 12, 2000 attack on the U.S.S. Cole.

Access to these documents is through a Table of Contents that operates as a folder list of headings beginning with an alphabetical list of places, mostly countries, and ending with a detailed subject list. The headings link to an item-level list of documents, some times with only one item on the list. The filing order is arbitrary. For example, memos from the Assistant Secretary of Defense for Command, Control, Communication, and Intelligence regarding C31 money for information technology in the Department of Defense are filed in at least two different places, one under Command Control Communication & Intelligence Internal Operations and one under Conferences, Briefings, Orientation Tours, Meetings, Forums, Bilaterals (each have only one item in the folder). Perhaps this list of headings is taken from an authority list of file headings for the office and mirrors the Classified Files, which contain more information.
